It's been morphed over the years. He started to sit down on it regularly in 2000 I think, and it just got lazier and lazier.

I've heard that Hunter complained that it hurt his neck, but I'm not sure how true that is. But it's definitely because of safety concerns.

Why not both? It's not like it's the first time he's done it. He does it every so often over the past few years, since his return. Busting it out against Cena to end Raw was the first time, so everything after that isn't a big suprise. It's just a nice little touch.
