Is there an actual difference in rules between a Hardcore, No Holds Barred, and Street Fight type matches or at least just concerning the WWE?

I don't think there's ever been an official designation for the difference.

In my mind a hardcore match has an obscene amount of weapons and involves fighting all over the arena. A no holds barred match means there will be use of weapons but not really anywhere outside of the ring area. A street fight means the match will take place everywhere but not necessarily involve much in terms of weapons.

You forgot "Unsanctioned" Match a la HHH/HBK at Summerslam..... IMO, there is no difference.....other than in the name itself.....It's just a marketing ploy...... If every second match was deemed "Hardcore" (with the exception of ECW and those garbage backyard feds), regular fans would get tired of the idea..... adding a different name makes the same thing seem different.....

Hardcore matches used to be falls count anywhere i think, street fights and NHB had to have the finish in the ring.

He's right.
Hardcore is falls count anywhere with weapons allowed (no DQ)
No Holds Barred, for the most part, is what it says. But I believe weapons are still illegal. Choke holds, for example, are legal.
And street fight is weapons are legal, and has to end in the ring, same as NHB having to end in the ring.

the other two matches never had smash hit movies made about them in 1989

I wouldn't go as far as to call No Holds Barred a "hit." I did like it though...wish it were on Netflix...

Also...I think there was a film based on the "hardcore" match. I believe it's called "One Night in Chyna."
