I think it was the same situation as Ed Leslie always being employed - he was a Friend of Hogan IRL, so he always had job security. Tenta benefited from being Hogan's bud also, I think he pretty much got his run in WCW as The Shark / Avalanche because WCW brass would hire guys on Hogan's word for him to feud with.

Hogan being forced to fued with his former best buddy turned evil foreigner would have made for some dramatic storytelling LOL
