GTA Cheat Disclaimer & Mission Q

So I finally got GTA San Andreas but I have 2 questions someone could maybe answer for me?

1) I started doing the missions but also proper tried to get respect and skill levels up, good cloths, good muscle, stamina etc and get money up etc then somehow I must have done a cop or weapon cheat and saved it, which I didnt want. I wanted to do it without cheats, now I get that "WARNING CHEATS ACTIVATED" disclaimer in my face - WHAT EXACTLY does this mean? - does it mean I wont be able to complete it 100%? or it it bullshit?

2) Where do you go to start doing the robbery missions at night? - I want to freely go round and steal from the houses and put in that van, you get money for it right?

1. You entered a cheat code, I don't think it screws up your game, but it does have "times cheated" in your stats also takes a few points off your ranking.

2.

LS: South of Gauton Gym.
SF: the south west end of the block your garage is on, it is between buildings.
LV: about half way down the east highway there is a truck between buildings.
