What does this mean? I have not figured it out yet, people keep mentioning it and it has not made any sense to me since I heard it the first time?

It means Old talent is holding the younger talent down.

In a workplace, there has long been a "Glass ceiling," meaning it was the highest a woman could get in the office.

Since the same applies to people within the WWE, people have adopted the term to apply to how far someone can go.
