Owen Hart and Scott Hall were both Intercontinental champions, not to mention tag team championships for the both of them, and a Europen championship for Owen.

Any wrestler who was ever REALLY worth their salt pretty much had at least SOME kind of title at some point. Tough question.

Without thinking extremely hard about it, I'll say...Matt Borne (orginal heel Doink). I don't THINK he held any titles, but I could be wrong. Did he win anything in ECW?

Well this is techincally, and he did wrestle a few times, might not be the best wrestler, but most over, was.... Bobby Heenan. Gotta think out of the box for this one my friends.

i was under the impression that Tatanka held a title at one stage.

Maybe the tag team titles with Bam bam bigelow or the iC title. If not, then I'd pick him as being the best wrestler to never hold a title...heck, didn't he go 2 years undefeated...if he did, then howthe hell did he never even get a title win.

Actually, thinking on my feet, I believe he beat Shawn Michaels by DQ for the IC title on numerous occasions

He never held a title in any of the bigger promotions.

As a matter of fact, he's only held two titles.

Tatanka recieved numerous World, IC, and Tag title shots but never got the chance to win one. The closest he came was the tag title finals in 95. When he turned heel his push went down it seemed.

Tatanka wasn't really ever that good. At least not as good as Matt Borne.
