Did he hold both the cruiserweight belt and the u.s heavyweight title at the same time? And if he did then is it considered to be valid holding titles of different weight class at the same time?

He held the Canadian Heavyweight Championship (US), the 100kg and Under Championship (Cruiser) and Saskatchewan Heavyweight International Title (Hardcore).

But technically the only title that has a weight limit is the cruiserweight title, there’s no limits to what weight you have to be to win the US title, or any other title that I’m aware of in wrestling.

Plus because guys are getting lighter all the time, chances are half the roster wouldn’t be able to go for title’s right now

Nothing ever stops a guy from competing in a higher wieght class, it is usually advised against, but a lightheavy wieght can always challenged for a heavyweight title, just not vice versa.

Technically, it's all fake so who cares?

You have to have no limits though to be able to wrestle for the X-Title.

If you're a person who considers yourself limited in any way, or admits that they have existing limits, they may not wrestle for the X-Title.

Professional wrestling makes up the rules as it goes along..

Rey Mysterio won the WHC belt. The "H" (or "Heavyweight") apparently means nothing. So there.
