I take them myself. Usually I will have a scene in mind, but sometimes I will watch it and then decide it gives too much away and then have to pick something else. The first one was Lethal Weapon. I was going to have it be the scene in the Christmas tree lot, but it was either going to give away Mel Gibson's or a crook's face completely or else just be a tree. So I went with the rooftop scene where no one's face is revealed, but it's still memorable in the movie.
