Its a no brainer really. The developer only sees the revenue when purchased new. Maybe if they somehow negotiated some sort of percentage for used, they may relax on the 'code' thing.
I kinda think it will swing that way eventually, because it appears every company is adopting some sort of restriction for used games that come with a new via 'online code'.
Its gonna get to the point where people wont buy used because it will cost equal or more compared to a new game, and Gamestop or other game stores gain about 80% of their earned rev selling used.
