I would say so. It's not like other fighting games where it's almost all multiplayer content. The story mode in each game is quite long, and very fun.

On top of that, there is a traditional arcade mode with endings for each character. Then there's the challenge tower stuff.

So yeah, both games offer plenty of content to warrant a purchase even if you're not going online.

Like I said though, get MK9 first. The story mode in 10 is a direct continuation of the story mode in 9, so you'll likely be lost if you go right to 10. 9 is still a lot of fun though, and you can get the Komplete edition which has all the dlc in it for 20 bucks now.
