And since the US Title was on the blue brand for most of the brand split that kinda narrowed it down to obscure SmackDown wrestlers from the brand extension era.

The more I read up on it though, everything checks out:

-Wrestled job matches on Raw and stuff under Slater Vain, Brent Albright, etc.
-Beat Booker T in his Gunner Scott debut
-First loss was to Finlay in England
-Worked tag matches with Benoit (former ECW tag champ) and Matt Hardy (who would later go on to win the WWECW title)
-Was only around for like a couple of months, mostly wrestling against midcarders in the US Title scene including former champs
-Never wrestled on Raw as Gunner Scott

If it's not him I'm totally stumped lol
Damn it, you nailed it, I bet. I was thinking of all those sorts of performers from that era, but I never came to him, for some reason.
