Partially due to the less than expected sales of Street Fighter X Tekken and as a way to ensure future games don't get hurt in terms of sales potential, Capcom announces they are considering reevaluating their entire on-disc DLC policy.

“We have been listening to your comments and as such have begun the process of re-evaluating how such additional game content is delivered in the future,” said Capcom senior VP of planning and business development Christian Svensson in its forums.
None of the changes will be made immediately or even potentially affect the rest of the games planned for this year like Dragon's Dogma which has been confirmed to contain on-disc DLC. The company instead will use the rest of this year to look into ways of pleasing and lessening the growing amount of complaints from the company's fanbase.

In regards to Dragon's Dogma, the decision to add DLC into the disc was made right at the start of development with the standard excuse of it being done to make downloading more convenient for users. Resident Evil 6 already has Day 1 DLC planned but it won't be until E3 before it becomes clear if its on-disc or as a separate package.
