If your PC came with a Master Restore Disc, just throw that in and reboot. The PC should prompt and ask you what you want to do. There's a non-destructive option, which basically partitions your hd and puts your personal files there, then reinstalls your PC to factory settings (differs a bit according to PC sometimes). Then, theres the total and complete wipe option that totally restores your PC to the day you turned it on for the first time.

It's a shitty option, I hated doing it personally, but it's the only way to fix some problems.
