It's not DLC?

Dead Rising 2: Off the Record is a full featured, full length retail release. Unlike the prequel Dead Rising 2: Case Zero or sequel Dead Rising 2: Case West, Off the Record will not be available as DLC.

What's returning?

The framework of events for Off the Record seems largely the same - a bizarre conspiracy is unfolding in Fortune City, setting free its zombie horde and trapping a group of citizen survivors in the city until help can arrive in 72 hours. Of course, not everything is the same. There are new areas of the Fortune City complex to explore, including new Psychos and new events, while most if not all of the old Psychos remain in the game. Also returning: combo weapons. There will also be new combo weapons available to Frank, though Capcom is mum on what those will be.

What's new?

While it's not new, Dead Rising 2: Off the Record does feature the return of the camera mechanic from Dead Rising, with improvements. For example, this time Frank is sporting a digital camera - no more searching for film. Frank will want to capture key plot moments to help expose the Fortune City conspiracy.

Where's Chuck?

Chuck is still in Fortune Ciy, though we don't know his whereabouts. However, Capcom has confirmed that partners in co-op will play Chuck to the main player's Frank.
$49.99 price tag for a "what if" game is major bullshit. I'll still get it because I love and support the Dead Rising series, but fuck that price for a game that SHOULD be DLC.
