Death Penalty is seriously in order here. They almost did it in the 90s to Miami, and they should finally pull the trigger here. It is obvious through DECADES of evidence that Miami has absolutely no control over their football program, doesn't care to control these things, or is actually implicit in these things.

Also, regarding players getting paid: They should be awarded scholarships that pay "full cost of attendance" instead of just tuition and room & board. I also think players should be able to make money off of their celebrity (autographs, etc.). I do not believe there should be payrolls or contracts because that completely changes college football and what little element of a level playing field their is in "big time" college football will be over. The other thing to consider is the non D1 FBS schools. D1-FCS, D2, and D3 can't even begin to think about turning a profit, let alone payrolls for players. Remember, only a handful of these programs make large profits and all of that money is put back into the program (hopefully making it self-sufficient, ex: Texas) and back into the university.
