If that is actually going to happen, then why didn't they just keep No Way Out in February but with the Elimination Chamber being the gimmick?

It makes more sense having a PPV with the gimmick involving the Elimination Chamber being named "No Way Out" than it does with the Steel Cage.

The Steel Cage has two ways out and it doesn't have a roof. The main point of a Steel Cage Match is to escape it. You want to get out of it, whereas the Elimination Chamber has you in a chamber, inside a even bigger chamber and both have roofs over them and the doors chained shut and padlocked. You don't want to leave the chamber because you want to win. If you're told to leave the chamber, it means that you've lost the match, you've been eliminated.

There is more of a "No Way Out" of an Elimination Chamber than there is of a Steel Cage.
