The issue with timeouts seems to be happening more in the NBA where unless the coach is out screaming or chasing down a ref, they don't want to give out a timeout.
Then again same occurs with the NFL where you'd see a coach running down the sidelines or onto the field just to find a ref in time to call a timeout.
