Is it common for local commentators to be such homers? I've never heard the Lakers commentators openly complain about calls like this.

If your talking about Tommy Heinsohn, then yeah he is probably the biggest "homer" in New England pro sports announcers. Its partially based on him being a former Celtics player and his post-NBA career with the Celtics so he's seen almost everything when it comes to the NBA, players, and refs.
He manages to make games interesting even if he gets a little carried away sometimes on tv. Owns the record for being involved in one way or another with every Celtic championship.
