Yes but if the Bills proposed rule passes it will save time.

Bills Proposed that the reviews to be done by the MEN UPSTAIRS like in college. Would remove any motivation for Refs to not want to change their own call, and would save time as it would immediately get review upstairs without waiting on refs getting around.
