That's not Tomko facing Kofi Kingston. It was some enhancement talent they put randomly against Kofi Kingston on ECW during Kofi's early days and he was cutting a few promos here and there talking about being there to save the day if there was "trouble in paradise."

I think that one's name might have been "Steve Jones." He sort of looks like the lovechild of Tyson Tomko and Big Vito, though.
