Yeah you have a point, WCW seemed to be more open to UK workers that the WWE ever was. Bar the British Bulldogs and now Burchill no names come to mind quickly who they brought over themselves, that's making a massive assumption on the Bulldogs and Dynamite was massive around the world back in his day.

ROH went with McGuinness and Williams because of their pure abilities, ROH and CZW went with Fleisch because of his insane spots, CZW with Storm to have an all British fight with Fleisch. TNA brought a few of NWA UK's workers for Team GB in the International Cup tournment thing they have occasionally, I remember seeing Storm get squashed by Teddy Hart in one of those matches
