Yeup the Ravens are a relocation team than an actual expansion team. The only thing the Ravens didn't keep was the old Browns history since that went to the current Browns who actually are an expansion team in a technical way.

The Ravens and current Browns do share the same history in terms of being descendants of the old Browns.
