I thought he said he'd "be appearing on multiple PPVs", he never said Rock would wrestle nor the number.

Though I don't doubt we'll see Rock wrestle at SummerSlam. And even then, four PPVs don't constitute "semi-permanently" (though I did mean "regularly" there).
