You also assume Orton will be claimed by a team that has 29th waiver priority. Surely KC, Indy, Houston or maybe another team in need of a backup would put in a claim before Chicago? Hell, Detroit, who's spot is right before Chicago, could put in a spite claim to make sure their division rival doesn't get him. Not saying he won't end up a Bear, just saying assuming he will when there's a lot of QB needy teams with higher priority probably makes it a longshot
