I think calling this episode filler is a great injustice. This episode, on top of some amazing acting, gave us strong character development for Rick, Michonne, and even Carl.
Rick saw in Morgan the path he could go down. He was talking more to himself throughout their conversation, and he really had a moment of clarity in realizing what his motivation is and how he's hurting people by not keeping himself grounded. His comments to Michonne made that very clear at the end of the episode.
How many times has Carl been told what to do, only to wander off and cause trouble? We started the episode with more deliberate disobedience, but ended with him finally staying put when Michonne told him to.
And holy shit, Michonne has a personality now. It's tough for an actor to get by when every line is just *INTENSE GLARE*. She's human now, with emotional attachments outside of that small range we've seen up to now. As mentioned in the episode, she's "one of us."
