Most people have USB thumb drives so it's not really an issue. You can get them for like a dollar some places.

Also, one thing that people seem to entirely miss the fact on is that you don't even have to rip the themes to your XBox. I don't have an XBox on me right now (coming later this week), but for last year and the year before I had Windows Media Player linked to my XBox with playlists for each theme. I was then able to select those playlists as themes, so I never had to rip anything to my XBox.

I understand that a lot of people don't keep their PCs running 24/7, but if they do this is a completely doable way of having themes and not having to rip them to your XBox every time you need a new theme.
