Piper was a great personality but just doesn't compare if you stack up his great matches with Hart's great matches.
Hitman is also underrated on the mic. His anti-american persona created one of my favourite periods in wrestling, and his mic work was great thoughout...Not Piper great...But his in-ring work more than covers that.
