Smackdown doesn't seem to have that problem although they do a lot better job of using their entire division and are not hamstrung by a streak that's done more to hurt than help the division.

The problem with the RAW division is instead of making is about contendership they make it about the title.

Yeah the champ in a thin division should only be in an angle every few months, otherwise feed them wins and have one or two programs going centered around contendership and grudges. Then once youve got someone hot give them a shot.
