He has two.

1. He's merely solid, as in not spectacular. And he doesn't have a bodybuilder physique that would get him a push anyway.

2. He portrayed a goof for the vast majority of his WWE career. That really killed him in Vince's eyes. A goof might get popular with a certain segment of the audience, but he isn't a top guy.
