A random thought I had.
If Brock is working part time, but Rollin's has a contact for a "WWE Title match at any time". Could Rollin's cash in when Brock isn't there and win the title by default / count-out?

Pretty sure cash-in matches are understood to be just regular one-on-one matches. So he would win the match but not the title. And it would be hilarious.

Nope. The MitB case just lets him be the automatic #1 contender whenever he feels like it but he'd still need an actual match to win the belt.

It wouldn't surprise me if the WWE try an "outside WWE" cash-in. The champion can be on a talk show with a celebrity the WWE is on good terms with (like Maria Menounous), and they have a ring set-up with the champion and he's mucking around showing the host some moves. Then the Money in the Bank Winner attacks and tries to get the referee to ring the bell.
