Really you just get a program like Audacity http://audacity.sourceforge.net/ and cut it to the right size/length. The problem is that everything from being able to do it and the size varies completely from phone to phone and sometimes provider to provider (if the phone's locked in, like mine is).

It's a one-time cost as long as you don't have to redownload it. Though you may have to pay for the transfer to, so if you don't have a data plan watch out.

nWo, Bossman's old theme, Midnight Express, Jushin Lyger, West Texas Rednecks, Vinnie Vegas, Freebirds, Rougeaus and the old Survivor Series theme from 87/88 (so I guess no 'WWE'). Full songs though, none of them are 'ringtones'. And I'd never use any of them as ringtones, they're mostly what I've got from other guys via bluetooth and left on there after sending them to the laptop
