<font color=goldenrod>Well, we have one of these every few months...so I guess we're due. Anybody you feel could really use a change of scenery?
Both shows have clearly different feels - Raw is the entertainment show with a focus on star power and matches that rarely last over 5 minutes. SD seems to be more of the "wrestling" show where you'll get lengthy matches and plenty of fresh faces nearing the main event scene.
Right now the Raw roster is way bigger than the SmackDown roster due to the Nexus. Assuming that ends at Survivor Series I'd like to see Justin Gabriel head to SmackDown. Heath Slater would probably be slightly more tolerable over there as well as some sort of douchebag heel they can throw in a tag team. Also with his recent exile from the Nexus I'd like to see Darren Young either come crawling back to the Straight Edge Society or teaming up with Percy Watson, as SD is short on tag teams.
Zack Ryder has been lost on the Raw undercard. I'd love to see him head over to SmackDown and have some sort of interaction with Curt Hawkins.
Although I'm loving his feud with The Miz and I think it will lead to a decent US Title run, I'm sure by April I'll be wanting Daniel Bryan to move to SmackDown soley so he can work long matches.
If the Undertaker doesn't retire at WM I'd love for him to go to Raw to get one last run on the flagship show. It's not like he'd work every week anyway. Michelle McCool would almost certainly come over as well to change up the divas division.</font>

Guy that immediately comes to mind is Ryder. He really is a better worker than they've given him credit for, and I'm shocked that they haven't used his gimmick as a way to piggyback on the Jersey Shore popularity. Have him go over to Smackdown and get in some matches, work the midcard circuit a bit. I'd also send Morrison back to SD, as he's kind of treading water on Raw.
To Raw, I'd send the Gatecrashers (Hawkins and Archer) and the Dudebusters so that the Hart Dynasty can have a new feuds.

<font color=goldenrod>Yeah, can't believe I forgot Morrison. Definitely think he will be going to SmackDown. Every year there seem to be guys who get popular on SmackDown, move to Raw, then lose steam and head right back.</font>

If I can choose 3 wrestlers from each show to switch I'd say:
RAW: Taker, McIntyre, CM Punk (possibly)
SD: Triple H, Morrison, Ryder
Move all the guys who can actually wrestle to Smackdown and make Raw the sports entertainment show. I mean I'd love to see Bourne, Punk and Bryan all on the same brand

I don't know why you guys want Punk on Raw right now. His stable would be the second biggest heel stable on the show, and with the glut of main eventers on that show he'd inevitably get lost in the shuffle.

I think Evan Bourne should be on SmackDown! right now. I also wouldn't mind seeing a swap of many of the undercard guys. JTG seems like a much more natural fit for RAW, and Yoshi Tatsu for SmackDown!, for example. From RAW, take Goldust, Primo, William Regal, Yoshi Tatsu and Zack Ryder from RAW. They can get Chris Masters, JTG and Tyler Reks (who hasn't done anything recently) for them.
Moving up the card, to the big names, I'm actually curious to see Jack Swagger on RAW again, this time with his main event personality. If just for a few months until the draft next year. Christian on RAW would be refreshing for him, too, in my opinion. I'd love to see Christian involved with the Nexus, or with Edge again. I could see CM Punk on RAW, but it just doesn't seem like the right time. The same goes for Drew McIntyre or Dolph Ziggler. The only other big name I would move from SmackDown!, is Rey Mysterio, so he can move some merchandise on RAW, and work shorter matches at this stage of his career.
From RAW, I think John Cena on SmackDown! is long overdue. Randy Orton is swelling up, and I think there is money in keeping him and Cena apart. I'd love to see a Cena vs. Punk feud on SmackDown!. Chris Jericho I would move just to cure some of that congestion in the main event. Jericho is fine on RAW, but I'd like to see him make some stars on SmackDown!. This one might shock some people, but I think The Miz could really use a change of scenery to SmackDown! for a bit. Not because he doesn't work well on RAW -- but just to give SmackDown! some attention, and so The Miz can practice working longer matches. He'd still have the briefcase, which is always a portal to RAW again anyway.
John Morrison and Evan Bourne are two guys who I think can only reach a certain level on RAW. Give them to SmackDown!, where they can work longer matches. Daniel Bryan should be fine on RAW, but I'd also like to see him on SmackDown! in a few months, just so he, too, can work longer matches. Perhaps do a US/IC Champion swap. Put the belt back on Kofi Kingston and move him to RAW, where I'd like to see him provide the Nexus with some new foes.
SmackDown! needs some more face ladies, too. I'd send Gail Kim over there, and perhaps consider moving over Natalya, as well. Move the entire Hart Dynasty back as well, as there is no real reason for them on RAW when they aren't champions, and being the champions gets them there, anyway. Move Bret Hart over as well, too. That'd give SmackDown! a pretty big boost.
Not something featuring in-ring performers, but I think once Triple H is revealed as the current RAW General Manager and he relinquishes his position, Theodore Long would make a great RAW GM. Vickie Guerrero can fill the role on SmackDown!.
