So say I forget to preorder a game from gamestop that has content exclusive to them. Does that mean that its only exclusive in that its free if you get it from them and you can pay for the extra content online, or does it mean you can not ever get it again?

Sometimes it's just future DLC that is free and available early. Sometimes it's a one off thing and

Depends on the game i think,sometimes its store exclusive and you get it regardless if you preordered or not.

Usually it depends on the developer/retailer. You're bound to get it further down the line either from unlocking through the game or being posted on the marketplace/psnstore.

I meant in general... cuz theres a ton of games that do it and i have missed out on

Gamestop's content has ranged from exclusive content, to an unlock code to "Pre-LC." There's no real standard, though it seems more and more it's either of the last two.
