I'm talking wrestlers who never worked anywhere but a WWE-owned or affiliated promotion (FCW, OVW, HWA, etc) before coming to WWE. Anyone like this exist?

Ricky Ortiz, Swagger maybe, Husky Harris, David Otunga, Ziggler maybe, a bunch of divas. There's bound to be more.

Orton and Cena no. Batista not sure, maybe somebody that's read his book might know. Mark Henry was signed by WWE before his first match but I don't know if he wrestled anywhere in between that and debuting on TV.

Wasn't USWA affiliated with WWE, though? Not as an official territory, but there was a lot of "talent exchange" going on between the two in the mid-'90s.

Nah. Most, but not all. Some wouldn't count as homegrown, like MadUSA, obviously. All the women wrestlers are retroactively referred to as "Divas", so people like Luna and Bull Nakano will even knock Razzy's % down a bit.

If I remember right with The Rock, the start of his career was off his own back, his Dad tried to put him off etc but he fully expected to get to WWE quick time if he turned out to be any good because of his Dad/connections, was told by 'the office' that they'd bring him in as soon as he was ready etc.

Yeah, USWA was affiliated.

The Rock wasn't under WWE contract though during that time. He was under USWA contract, USWA worked with WWE kinda like ECW did but on a longer term and scale, USWA wasn't a development territory so I'd say my point still counts.The USWA was the last of the old territories it wasn't run or owned by the WWE in any way.
