I'm talking about back in 1995-8 (pre-Jesus boy days). Lets look at some facts:

1. He was very disruptive to the system of the WWF.
2. He didnt draw very well as champion
3. Physically he was breaking down
4. He was on drugs and was bad influence.
5. He did not want to job to anybody. He forfeited titles and lost his smile instead.
6. He was a general pain the ass to Vince and everyone besides his Kliq buddies.

Nobody will deny that Shawn is talented but as we all know Vince doesn't care about your talent. So what was this love and forgiveness for Shawn all about?

Probably a combination of him playing backstage poltics very well, his youth since Vince just lost out on most of his older veterans (ex. Hogan, Macho, etc), and at the time he was a good counter to Bret Hart's style.

WWF could use Bret Hart to pull off great technical and athletic matches while also using HBK for great showboating and crowd reaction matches. Once they started feuding, WWF ended up having their top 2 wrestlers who could attract 2 different types of crowd along with the slow developing Canada-USA wrestling rivarly.

and that's probably why he tolerated so much. it's like the son that constantly misbehaves, you don't stop loving him, you just wait for him to mature into something respectable.

in a business that's doesn't have much loyalty, they both stuck with each other through the years. And HBK turned into the man we see today.

He wasn't a huge draw as champion, but no one they had was at that time. He sold merch, kids and women loved him, he had his benefits.

He was loyal to WWE
He was interested in the business side and the goings on behind the scenes of WWE (says in his book)
He has a political stroke (hence the Kliq)
He produced great matches with anyone
He was a great draw as champion (not much as Kevin Nash as champion) and as a superstar himself
He sold merchandise and fans love him.
