8. It's fucking Liger. That's the standard of an 8. So good.

10, for these reasons.
1. He invented the Shooting Star Press.
2. His badass mask and ring attire (Jesse Ventura thought he was the Predator at times in WCW)
3. His character is based on a manga and anime series (like Tiger Mask).
4. His matches with Brian Pillman were top-notch, both as a tag team and as opponents.
5. One of the first wrestlers that got me hooked into the Japanese style of professional wrestling.

Okay a "10" is like saying the greatest of all time, and in certain ways people could describe Liger as such, however with all things considered he isn't. He obviously wasn't a PPV draw, didn't sell merchandise, or cut compelling (or any) promo's. However he did have some great matches and exposed a certain style of wrestling to American wrestling fans.
Honestly the style would have made it here without him due to Benoit, Eddie Guerrero, and Chris Jericho but that's not really what made Liger great. What made him great was his work in New Japan and being the pioneer and focal point of the modern Junior style. I'd put him in the same category I put Owen Hart, Chris Benoit, Dynamite Kid, and Eddie Guerrero, and he was an influence on most of those guys, as well as their generation.
I give Liger a 9/10 ranking, only because he lacked what guys like Stone Cold Steve Austin and Ric Flair had.

Yeah as far as making the cruiserweight style popular in America, Tigermask and Rey Mysterio did more to make it popular than Liger ever did.
That said, I'm not going to base this solely on american stints, especially when it comes to someone like Liger. He revolutionized Junior Heavyweight wrestling in Japan. The Super J-Cup and J-Crown tournaments were his creations. You can pretty much pick any Liger singles match out of a hat, and it will range from damn good to amazing. He's also a guy who constantly puts over younger, up and coming talent, but never looks weaker for it, as he just makes them look so good.
Also has one of the most iconic and awesome outfits in all of wrestling.

5, for his costume, and for the fact that he had half of the "greatest of all time" covered in his ability to wrestle. I've never heard him talk, and he never sold shit in the US. I only know him from his short stints in WCW, and even then I felt he was a little heavy for that body suit. He was great at what he did, but so was Super Calo, AND HE HAD SUNGLASSES SEWN INTO HIS MASK!! Where is his 10? He beat a brain tumor? Big fucking deal, I ate grits this morning. 5 for being a japanese wrestler who did flips and wore a mask.

I gave a few prior to you neg-repping me for my opinion. He did great from a wrestling standpoint, but in terms of his American success there was little to nothing. He basically wore a get-up, came out, wrestled well, and left. He never sold out arenas here in the U.S., and never did shit on the mic. While you may find him to be the second coming of L. Ron Hubbard, I felt he was a good wrestler, but no where NEAR being a 10. In my opinion he brought far less to the table than others are wanting to give him credit for. I don't watch Japanese wrestling, and can only base my ratings on what I've seen from the particular wrestler. My apologies that I don't a shit for Jushin Liger.

Okay, I disagree because I was pretty fascinated in the contrast of Liger and a lot of the slower WCW wrestlers of the time. But you've proved your point.

At the very least he's an 8 he's an excellent talent in the ring not so confident promowise.
