You can say what you want about how "people say he's cleaned up his act..." but the fact that he JUST failed 9 months ago is PROBABLY a pretty good reason why they've steered him clear of the title picture, instead using him to make guys who are in the title picture look good, and will probably continue to do so.
Congrats to him for "the most powerful people in the company" acknowledging that he turned his shit around for 6 years. Pretty sure "the most powerful people in the company" are the ones who suspended him last year for fucking up again and have kept him out of the title picture since... so... ya know... let's not act like "the most powerful people in the company" are very high on him at the moment.

yes, and given how sensitive WWE are nowadays in terms of the spotlight and PR and so forth because of things like the TV-PG related sponsors, the family image they've tried to attain and the going all out as a global brand, that even something like a false positive or a tainted supplement can lead to you failing a wellness test and they don't get reversed or overturned for the sake of the integrity of the policy/company.
Both titles have been "wrapped up" with long term champions the entire time he's been back until recently so that's simply not true, this is really the first chance he's had to get near the secondary belt. And you make it sound like the policy goes something along the lines of "Vince or Triple H get the test results, see who's failed, make a phone call and bin them for 30/60 days". It's an automatic thing, their hands are tied no matter what the reason for the failed test, they couldn't do anything about it even if they wanted to without pretty much destroying the entire policy.

If the way the wellness policy is carried out is as flawed as you claim it is (I've never heard specific examples of people being wrongfully suspended while WWE's hands are tied but regardless...) then that would suck. They'd still be in the same issue of putting a lot of stock in a guy's hands who is on a thin rope.
He's definitely been used to make the current challenger/s look good at the time. Jobbing cleanly no less. He's definitely been specifically used for his star power since coming back. ADR even made him tap out clean while he was challenging for the title.
And I want Orton to be in the title picture. I think the guy is ridiculously valuable. He's got that "built in" overness and "it factor" now that they try and fail to FORCE on guys to get them over. I just think the company doesn't want to put him in a position where they could be left scrambling so easily. Especially when there are so many "safer" options that could do a great job in that spot.

Feels like this could be the way more feuds are going: I beat you in a match with "my stipulations", you beat me with "your stipulations", then we have a straight-up match to settle who the real winner is.
It also makes sense, in that Del Rio won in two matches where trickery can help someone pull off a win against a stronger opponent. Now, he has to win without such tricks.

Hopefully at Elimination Chamber Punk beats The Rock via Cena interference gone wrong when Brock Lesnar interferes. Cena then tells Punk this isn't about the belt anymore, he wants to get rid of Lesnar once and for good! And Lesnar wants his loss avenged making perfect sense. On the other side, you've got Streak vs. Streak- Punk vs. Taker.
