Apparently creative has no idea how to bring CM Punk back, how would you?
What I'd do is I'd have Ryback beat Cena in a dirty fashion at Extreme Rules for the Title, preferably with Mark Henry aiding him with a promised WWE Title shot in return.
So Mark Henry vs. Ryback is set up for the next ppv, but Cena wants in since he was screwed. Triple Threat.
The next PPV is Payback. Punk wants his title back in his hometown. Fatal 4-Way for the belt. Ryback (C) vs. Cena vs. Henry vs. Punk. 2 Fresh faces in the WWE Title hunt with 2 already established superstars in front of what will likely be a rabid crowd in Chicago.
Book it!

Surprise entrant at the rumble and win it. Given almost 10 months off it should a) be a surprise and b) allow him to fully heal up and come back fresh.

He could return as heel and maybe start a feud with a baby face Brock Lesnar? Idk how to turn Brock face...or have brock be the heel and punk as the face. Either way...Brock vs Punk

This is the best case scenario. Love Punk and miss him, but he needs to stay a way for a bit. A triumphant return after being out nearly a year would be spectacular and would give him that much needed shot of legitimacy back that he's lost after all those PPV losses.
Wouldn't mind seeing him come back as a face either. I know a lot of people probably wanna bite my head off for saying it, but I actually prefer face Punk to heel Punk, and if he stays away for a long while that'd give WWE time to build up some pretty big heels for him to face upon his return.

I would future endeavour. He's a constant whining pain in the ass who doesn't draw, is mediocre in the ring and has no clue what the fans want. He's really terrible and would be a jobber in any other era.

What Would Kevin Do?

In a perfect world...
I'd have Lesnar beat HHH in the cage match, and eventually go on to beat Cena for the WWE title. However, in the process of his title hunt (maybe after losing his initial match to Cena), I'd have Lesnar snap and beat the holy hell out of Heyman.
Then, have Lesnar have a great title reign where no one can beat him. Then have Heyman come back with Punk as baby faces. Punk and Lesnar feud a bit, Punk ultimately wins the title, and after winning the title immediately tell the fans they were schmucks for cheering him again, and he's the same old bastard he's always been.
Either way, I really want to see a Lesnar vs Punk feud.

I'm beginning to come around to Gertner's thinking, in all honesty. While the man can go in the ring most of the time, he seems to be stuck in Indy mode with his promos and ring work. It's not really accessible or relatable to casual fans, but the man is a god for the hardcore fans that make up the current down ratings and praise him. I have liked him for awhile but I think it's time for a character tweak of sorts. What makes him great is that he is different and I do not advocate for him becoming more cookie cutter, but rather to tone down the misanthropic, "oh-woe-is-me, I'm the only main eventer with work rate" shtick. Just a recent development for me but I'm starting to think like this for whatever reason. The man has ideas and can bring a lot to the table but seems stubborn

Let's start with the "other" Paul Heyman guy, Brock Lesnar. At Extreme Rules it looks like Triple H is about to win the match, but Paul Heyman throws powder or something through the cage and into the eyes of Triple H. Lesnar then goes on a rampage and beats Triple H to an absolute pulp. Lesnar locks the Kimura in on Triple H, and The Game actually taps out, but the only way to win this particular Cage Match is by escaping over the top. Lesnar breaks the arm of Triple H and then hits him with three F-5s. Heyman is laughing maniacally from the ringside area. Lesnar climbs up to the top very slowly and then sits on the top of the cage as medical personnel hit the ringside area. Brock catches his breath as Triple H lays motionless with a crimson mask in the middle of the ring. Eventually Brock does climb over and wins the match. Maybe Lesnar even attacks Triple H as he is being placed on the stretcher and maybe even hits him with an F-5 on the stage.
On RAW, Shawn Michaels comes out and says that he is retired, but he's still a man and he's a man that saw his best friend reduced to being a slab of meat by a merciless butcher, and he knows the same fate might await him, but he's out here to call Brock Lesnar out. Brock obliges and Heyman warns HBK that Brock has already broken HBK's arm. Brock doesn't hate Shawn Michaels like he does Triple H, but not knowing The Carnivore the respect he earned at Extreme Rules could change that very quickly for Michaels. HBK asks Heyman and Lesnar what they really know about respect. Brock walked out on the business that men like Shawn Michaels and Triple H built and now he wants to come back whenever he wants to and act like its his. HBK says he's going to fight Brock, and he may not win, but at the end of it Brock Lesnar will respect him.
Lesnar hits the ring and he and HBK brawl. Things don't last too long as Lesnar takes over with a belly-to-belly overhead suplex. Brock hits all his signature moves on HBK, and maybe even busts out the old Brock Lock. Lesnar basically toys with HBK until John Cena hits the ring and clears it of Lesnar.
The main event has Cena fighting some heel in the main event. Maybe he is teaming with Del Rio against Swagger and Ryback or something? Brock Lesnar hits the ring and takes out Cena with an F-5 to close the show.
Paul Heyman asks "Why do people get in the way of Brock Lesnar and his business? Why do people keep trying to get in the way of Brock Lesnar and his nature to destroy? Is it arrogance? Is it stupidity?" Heyman then shows us the damage Brock Lesnar did to Shawn Michaels and John Cena last week. Heyman says that it was especially stupid of John Cena because it had nothing to do with him. John Cena is enjoying the redemption he earned when he defeated The Rock at WrestleMania, but he has earned the ire of The Carnivore and John Cena is now just a piece of meat like anything else in Brock Lesnar's way. Heyman says that at Extreme Rules Brock Lesnar proved that he is the baddest man on planet earth and that has reminded Brock Lesnar of something he wants. Heyman gets Brock Lesnar to tell us what that is. "I want the WWE Championship." Heyman tells John Cena that unfortunately for him, Brock Lesnar gets what he wants. "Soon you'll all be looking at the four-time WWE Champion -- BROCK LESNAR!!!!"
John Cena responds to this challenge later in the show. "Paul Heyman is right -- maybe it had nothing to do with me personally. But what Paul Heyman doesn't understand and what I know Brock Lesnar doesn't understand, is that I've made the WWE my life. Some of you love me for it, some of you hate me for it, but regardless of your opinions of me I first competed at WrestleMania XX and I have not missed one since. I respect this business and I respect Triple H and Shawn Michaels -- two men that have given everything they have to the WWE and the WWE Universe. Brock Lesnar hurt them. I had to stop him, because it was like seeing a piece of me torn apart in this ring. I saw fathers; I saw human beings being ripped apart by The Carnivore, so I had to do what i felt was right or else I wouldn't be able to sleep at night. It turns out I'll be losing sleep anyway because Brock Lesnar has sets his sights on me and he wants my WWE Championship. Well, I've got news for you, Brock -- I also respect this WWE Championship. If I can't defeat you like I did at Extreme Rules last year then I don't think I deserve to be the WWE Champion. So bring it on, Brocky. June 16th at the Allstate Arena in Rosemont, Illinois the WWE's hosting a brand new show called "Payback" -- I intend to be there, I intend to be WWE Champion, and I intend to whoop your ass and get some payback for Triple H, Shawn Michaels and anyone else you have bullied in your life, Brock! And I want everything you've got. Bring your F-5, your suplexes, your Kimura Lock, your penis-sword chest tattoo, the picture of your mother on your back, bring your pet walrus and come get your ass kicked...again."
So we basically get Cena vs. Lesnar for the WWE Title and Ziggler vs. Del Rio for the World Title as main events for the PPV. After a brutal match where Heyman gets involved, given the Attitude Adjustment and such, Brock Lesnar manages to F-5 Cena and pin him to become a four-time WWE Champion. Lesnar celebrates with his new Championship when "Cult of Personality" hits and CM Punk makes his way out onto the stage. Heyman seems surprised that Punk is here. Punk enters the ring and glares at Lesnar. Punk then turns his attention to the downed Cena. He looks at Cena like he is about to finish off what Lesnar has started. Heyman is laughing and Brock has an evil grin on his face -- until CM Punk kicks it right off his face. Heyman is shocked and Punk proceeds to kick the absolute crap out of Lesnar and then hits him with a GTS. Punk then holds the WWE Championship over Lesnar's face and says "My title!" Punk drapes the title on the downed Lesnar and walks to the back. We have our next major main event set.
If you absolutely must keep Punk heel, you just have him applaud Brock, and then he goes after new World Heavyweight Champion, Alberto Del Rio at Money in the Bank while Lesnar and Cena have a rematch.

Actually, a Money in the Bank main event of Lesnar defending the title against both Punk and Cena would be pretty interesting. You can even do Punk vs. Cena in a match to decide who gets first crack at Brock, and they can work an absolute marathon. Maybe even have them go over forty minutes or something. Brock then enters the ring and destroys both of them. Lesnar vs. Punk vs. Cena at the PPV. That along with maybe Del Rio vs. Ziggler in a 2/3 Falls Match for the World Title and two Money in the Bank Ladder Matches? You've got a pretty "can't miss" PPV shaping up.

Swagger wins the World Heavyweight Championship at Payback in Chicago. Out comes the returning Swagger Soaring Eagle. They celebrate until the Swagger Soaring Eagle turns on Swagger and beats the shit out of him. The Swagger Soaring Eagle takes off his head to reveal it is actually CM PUNK!!!!!! CM Punk and Jack Swagger then feud over the title through SummerSlam. At SummerSlam, they end the feud in a "Dispensary Brawl" in downtown L.A. CM Punk wins the match and turns heel by smoking weed after the match. [/KrisPLettus]

Punk would be a character that could cut into the psyche of Swagger, and talk about how he's been brainwashed a bit by Colter. Punk could bring up the DUI as Swagger struggling to breathe under Colter's brand of evil.

I hope we eventually get that Cena-Punk Hell In A Cell Single bout that we've been robbed of the last few years. Plus a 60 minute Iron Man Match would be good between them. And maybe if the feud got heated a dog collar match.
