xbox one questin urgant reply thanks

So I've recently bought an xbox one, however whenever I go
to xbox to register my serial. me being from UK. The serial says
Out of Region, does anyone know why? My serial stars with 3.
Is that the correct one for UK? :S....

It's probably something to do with the XBox Live Network itself. It's been wonky the last few days on my end, and I'm from the US. Keep trying, check Xbox Live's forums as well. If you have a current gamertag, you can sign in there and post questions. It's pretty likely others have had issues, too.
