I think originally they wanted to make him debut in the Egg but Vince nixed the idea after seeing how awesome he was. WCW screwed up royally letting him go. Jim Herd is an asshole.

I don't know how much original input he had on the character, but I have heard that the reason he has an Old West look is because Taker based the character on Stephen King's The Gunslinger.
