Probably can partially blame the Bellas for that. Had they never came back and convinced the WWE to do Total Divas with them as the main stars, maybe the division gets the real changes it's been needing with NXT as the actual leader of the change.

Total Divas makes the WWE too much money for them to bother to put any real effort with the Divas division.

You get people invested in your characters, they will want to tune in to see more of them on another show.

Like Bray being a legit threat since it adds a little more suspense to the Rumble but that traditional random Rumble brawl was pretty boring. League of Nations barely are a threat as a force and Reigns had no problem taking out Lesnar who is supposed to be a massive threat.
