To my knowledge, there is no correlation of being veiny and doing steroids.
Infact, i think some of the veininess comes from dehydration of the body

Yeah it's possibly to make yourself vascular without roids, a lot of it is diet.

Yes and no. Anavar will give you a more vascular look but most of vascularity is hydration and diet.
