I'd assume its due to RAW having an overrun built-in for years and Smackdown being treated as a huge after thought for years. Pretty much took both USA demanding Smackdown being live and the new brand split era for WWE to finally put constant effort for the brand.

Maybe the WWE can get one with a new tv deal since Smackdown has been improving a lot since the brand split started.
