And they are just signing more and more people. What are they gonna do when they have to start calling people up to main roster? Sure there will be some spring cleaning as usual, but unless they break some kind of record for group future endeavors, they're still going to have a problem.

Talent would also get something out of moving around. There is money to be made elsewhere, and if you're not important to the company, well, you're unlikely to make the big money there anyway.
