I thought Brutus was really cool when I was a kid. It took me like a full year to realize that he couldn't do shit in the ring though. Like, I just kept waiting for it. I'd rented or bought like every wrestling VHS in my county and was left feeling like "he must have some real classics out there somewhere!". Beyond those random highlights, he was also a tag champ on a classic team with Greg Valentine, had a cool gimmick with awesome gear.

And 87-91 was a hot period for the WWF. For him to be one of the hottest acts means something. To ignore that means you're not as "with it" as you think.

I did read somewhere that there has not been a legacy inductee that is alive. Maybe they decided that is all that is needed, and they will no longer induct a deceased person unless they were part of a team and have a living member to give the speech.

Man, I forgot about Gangrel kind of. Last I heard or saw anything about him he was still doing the blood in the chalice vampire gimmick on the indies years ago. Wouldn't be surprised to see him in the HOF one day soon. He wasn't the greatest worker but he was pretty over due to his entrance and gimmick and is no less deserving than some of the other folks they've put in, so I wouldn't hate it.

Its also just a very lazy way to boost the legitimacy for their Hall since now its no longer just based on WWE and whichever companies they own the tape libraries for.

At least in regards to women's wrestling, it was always going to be very slim pickings for legitimate Hall of Fame caliber candidates due to WWE's historical poor handling of their women's division till very recently. They could have done Luna this year and save Torrie for next year if they actually cared about this year's class.
