Well if Drew is out for the alleged 4 months, I wonder if he was actually going to drop the title. Like I understand and believe that they wanted the whole "We want a champion versus champion match at Mania" but it still leaves mystery to it.

Also, I can see an angle where Brock loses the first match for the title, but then says that because he is the Royal Rumble Winner, he will now challenge Reigns for the Raw title and then defeat him for it on the same night of Mania.

No I'm not high. They had him win the Rumble and then they went this route. It's not like he had to sacrifice his Royal Rumble win and Mania title shot to be in the chamber. If that was the case, they would have put Reigns out there to screw him over and advance the storyline.
