Since Rock is only ever around for a month or so a year, this would be a complete waste. Book him in a program against Cena instead.

how would I book JBL? easy.. Lose the title and off my TV. that way we won't have to worry bout him again.

<font color=cyan>If I had to book a JBL/Rock feud, first off I would make sure that The Rock comes back full time. Secondly, put The Rock on SmackDown so they have a little more star power and a great draw.

Have JBL work the mic, and say he'll fight anyone who he hasn't defended his title against. Have some random CW that people do not give a crap about come out without any music, and while he's halfway down the ramp, The Rock's music hits, he walks down the ramp, smacks the CW in the back of the head, and hits the ring. JBL will say something like "You didn't let me finish! You need to... uhhh... Fight Orlando Jordan first to prove yourself!"
The Rock throws Orlando around for a while, then it becomes a two on one, The Rock with a Hoganish comeback, whips some ass, knocks Orlando out of the ring, Spinebuster on JBL, signs for the people's elbow. Off the ropes once, off the ropes twi-- Oh No! Orlando grabs his foot! The Rock smacks Orlando some more, JBL rolls out of the ring, The Rock grabs the mic, and cuts a promo. "Finally, The Rock, HAS COME BACK, to SmackDown!"
Meanwhile Teddy Long sees this, but since The Rock has been on Raw for so long he doesn't want to hand The Rock a title shot, because Teddy says who's fighting who, not JBL, ya feel me? Book The Rock for the next few weeks against Booker T, Rene Duperee, Orlando Jordan, Luther, and other SmackDown stars. Teddy says The Rock can get a title shot now, but JBL has something in his contract where he doesn't have to accept unless he can beat Orlando and JBL at the same time. It’s a onetime clause, and JBL chose to use it on The Rock.
So the match is booked a few weeks as the main event for SmackDown. Let's say there has been a month of hype for The Rock, and it's a month before the next PPV. The Rock is doing good, 'till the heels start doing heelish things. Ref gets knocked out, and then take a random face who SmackDown wants to push to help The Rock out. Chair shot on Orlando, The Rock signs for The People's Elbow on JBL, the face wakes up the Ref, 3 count.
This will also keep it decent for the next few weeks as The Rock and his buddy will have a tag match the SmackDown before the PPV.

Have JBL win. Yep, I said it.

He's not very good. We don't like him. I throw my shoe at the tv when he come on... but having him lose to a part-timer who hasn't wrestled in months wouldn't do a lot for the belt or SD.

So, have him win and get a bit of heat, credibility and for a bit of shock value.

"Loser has to go away and never sell propane or propane accessories or be seen on TV ever again contract on a pole" match. Hype it up by having JBL practicing by getting Buff Bagwell's mom down from the pole over and over. THen @ the PPV, the Rock wins in the first three seconds. Postmatch, JBL smashes his face into a bed of red hot coals while an old Japanese man canes him with a cane covered in rock salt, all while the Rock holds a list with every WWE wrestler who has wrestled in the past five years and he just goes down the list cutting promos on each one for the next 20 minutes. The more JBL screams in agony, the louder they turn up the Rock's mic.

I'd book the match to go down with a double DQ, but I'd make sure that on his way to the arena, JBL has an "accident" and is forced to retire, making sure the match never happens. Then I would just set up a tournament for the title and send Rock back to Hollywood.

I can see JBL useing the Rocks part-time status as an issue kinda like his anti-Eddie G. adds that wwe ran.
