Opertaion Human Shield is in the South Park movie. The general tells operation human shield to raise their hands and all the black guys like Chef raise their hands. They were supposed to be the shield for all the white guys.

And the Emancipation Proclamation is the document that (ostensibly) freed the slaves, the impetus for the Civil War. I say "ostensibly," because it only freed some slaves, and even then only the ones in select states.

But, the joke is that JBL is sending OJ out to fight his battle for him because he's black.
