Best Sitcoms (in no particular order):
- Seinfeld
- Everybody Loves Raymond
- Fresh Prince of Bel-Air
- Frasier
- That 70s Show
- Boy Meets World
- I Love Lucy
Of course this is all assuming that you haven't seen the episodes over and over again in repeats until you finally get sick of it.
I probably left some out of this list that have slipped my mind for the time being.

- INTERESTING characters who each have an INTERESTING AND FUNNY quirk.
- Tension
- Misunderstandings
- Overexaggeration
* The above three may be done by bad sitcoms as well. However, in good ones they are actually funny and entertaining.
Plus the biggest element of all is indiscribable. The "it" factor. Some have "it" while some don't.
Whatever. I like Frasier. Everyone may have their own opinions. I mean I don't like Friends and people constantly talk about how good it is.

However, just because something has all of those doesn't make them good. Like you say, there's an "it" factor that, frankly, I never really got from Frasier.

I've always thought that Frasier was something people said they liked so they'd appear highbrow.
I once said on IMDB that Frasier wasn't "intelligent humour" and a bunch of people jumped down my throat saying that I clearly didn't understand intelligent humour. I thought it was stupid comeback too.
Still, Frasier is no different from your average sitcom. Thats not to say its bad, just to say thats its not entirely original.
