I still think they should have HHH go over at WM21, then the next night during the lottery or whatever, trade HHH to SD! for Eddie and Kurt (therefore vacating the World Title) and then have a Eddie/Kurt/Benoit/Jericho Fatal 4 way match for the belt.
Then they should send Haas to RAW for someone (Rhyno?? Tajiri??) so that way Sheltie can drop the IC strap to Orton and then Orton and Edge can feud over that, while WGTT gets in on the tag division.

I would say flip flop Cena and Orton... but RKO needs to get away from the H.

Angle would win that easily. Three faces and a heel? I'd build it to break off into a main event feud between Jericho and Benoit, while Eddie would get screwed by somebody with a bone to pick with him (Edge maybe.). Have Angle feud with Batista or Orton the following month and you'll be golden.
